Report of the study tour to Latvia for specialists of ministries and agencies
Report of the study tour to Latvia for specialists of ministries and agencies about legislative framework and implementation tools of "Money Follows Child" (MFC) mechanism.
Several study tours and visits were planned in the framework of the EU Project for representatives of different agencies of social protection system, related Ministries and agencies in order to learn different models and practices of deinstitutionalization in EU countries. Study tours were being organized for managers of senior and middle level as well as for social workers who work directly with families and children.
Study tour to Latvia was organized with the purpose to provide support to representatives of Ministries and Agencies which are involved in development of legislation base and operational tools for MFC mechanism. Study tour was organized to Latvia – new EU member state – which has recently completed the reform of care and guardianship system for children in accordance with EU standards.
Representatives of Ministry of Ukraine for Family, Youth and Sports, Ministry of Finance of Ukraine, Ministry of Labour and Social Policy of Ukraine, State Social Services for Family, Children and Youth, Kyiv Oblast State Administration, State Institute of Family and Youth Affairs and other respective institutions participated in study tour.
Study tour participants had an opportunity to learn experience of Latvian colleagues in the sphere of legislation development and structural changes in the system of public administration as well as in the system of funding the needs of vulnerable children, orphans and children whose parents deprived of parental rights. In the process of study tour there were a number of formal and informal meetings organized for Ukrainian representatives to share and exchange experience of Latvian colleagues. All knowledge and experience will be further used in the process of development documents for MFC mechanism and also transferred to other aspects of care and guardianship system reform in Ukraine.
