Collegium of the Ministry for Family Youth and Sports
An extended Collegium of the Ministry for Family Youth and Sports was held on May 17, 2007 chaired by the Minister Viktor Korzh. Members included oblast Governors, Deputy Governors, and Heads of Department for Family and Youth, Heads of Department for Children and Directors of Centres for Family, Children and Youth from across Ukraine. Also attending were several representatives of non governmental organisations including EveryChild.The main item on the agenda was the presentation and adoption of the Ministry’s strategic plan in relation to the child’s right to grow up in a family. This strategy, developed with the support of EveryChild, was presented by the First Deputy Minister Viktor Rudenko, and endorses the prevention of placement in institutional care as the primary measure for de-institutionalisation (load the file) . Following this the Deputy Head of Kyiv oblast State Administration Valeriy Kondruk described the progress made in Kyiv oblast in developing new services for protection of children’s rights, including those implemented with the support of the EU Project Development of Integrated Social Services for Exposed Families and Children (load the file) .
Zyanaida Kyanitsa, EveryChild Director of Programmes also addressed the Collegium on the complex issues facing families in today’s Ukraine and urged them to adopt the model of Integrated Social Services developed in Kyiv oblast as the principal instrument to prevent the placement of future generations of children in institutional care.
