Year of Support for National Child Adoption: First Results
Country Director of EveryChild Ukraine Volodymyr Kuzminslyy took part in the meeting of Organizing Committee of Year of Support for National Child Adoption.
During the meeting President’s changes and initiatives for promoting national adoption were discussed. As there are 102 912 orphans in Ukraine today, among the highlighted priorities there were creation of conditions for preventing cases of children's withdrawal from families and refusal from newborns.
Minister of Family, Youth and Sports presented the results of the extension of the practice of children rising in family-type children's homes. He underlined a rapid growth in number of foster families, family-type forms of care.Today there are 2011 such family-type children’s home, whereas in 2005 – there were only 131. Consequently, in 2005 – 1313 children were brought up in family care, today – there are over 4521.
Minister Pavlenko assured that this time the upbringing of orphans in Ukrainian families got a new impetus. Also the ways of support families with children, control of unfortunate families, protection of property rights of orphaned children and care about them until they reach full age were discussed during the meeting. Another initiative is provision of a 90-calendar-day vacation for one of the foster parents to be specified by the Law "On Vacations".
Volodymyr Kuzminskyy supported the draft laws on the state support of adoption families and simplification of adoption procedures as well as other relevant measures. In particular, the introduction of a one-time cash benefit for adoption families, regardless of the adoptee's age, equaling the child-birth benefit.
He also stressed on the importance of support for families and children in crises, particularly - he underlined the necessity to improve financing mechanisms for these families further in order to make them more sustainable.
