Strategic Approach to the Development of Social Services System
On the 19-20th of May Strategic Planning Working Group Meeting was held in the Institute of Postgraduate Education in order to prepare Strategy for Development of Social Services System for Families, Children and Youth living in low circumstances.
The meeting brought together representatives of State Social Service for Family, Children and Youth, Country Director of EveryChild Ukraine - Volodymyr Kuzminskyy, Director of the Center for Theory and Methodology of State Institute of Family Development Nadiya Komarova, President of Ukrainian Association of Social Work Professionals Iryna Zvereva.Participants analyzed strong and weak sides of the system of social service centers for family, children and youth, examined the methodology of organisation’s strategy development, its mission, aims, criteria of achievement and tasks.V. Kuzminskyy in his presentation “Strategic Planning and Strategic Governance” stressed on the components of strategic governance process: development of vision, formulation of mission, setting tasks and criteria of their achievement, strategy development and its implementation and evaluation.During the discussion devoted to Strategy for Development of Social Services System for Families, Children and Youth living in low circumstances members of the Strategic Planning Working Group actively used international experience and SWOT – analysis along with GAP – analysis methods.Members of the meeting agreed that system of strategic planning allows to unite and harmonize planning of policy and budget, highlight the priorities of the sector, gain tool for re-orientation towards the achievement of measurable results, receive joint document for planning and reporting.
