New project “The Prevention of Separation of Children and families through Implementation of Gate-Keeping in Ukraine» will be implemented by EveryChild Ukraine this year
Starting from 1st of January 2009 EveryChild Ukraine began to implement new project "The Prevention of Separation of Children and families through Implementation of Gate-Keeping in Ukraine»
The goal of the project is to develop a replicable model of gate-keeping and community-based services for children and families in Kyiv Oblast which demonstrates a 30% reduction in the number of children in institutional care.
The project will be implementing during three years by EveryChild Ukraine in partnership with Institute for Human Services (USA). Project will be supported by the state authorities - Kyiv Regional State Administration and State Social Service for Family, Children and Youth.
At the national level project will be supported by Committee on Family, Youth Policy, Sports and Tourism of Verhovana Rada (Parliament) of Ukraine, Ministry of Family, Youth and Sports of Ukraine.
Among the target audiences of the project there are: children, deprived of parental (3990); children, who are under threat of separation from the family environment (846), children in residential institutions (1021 children under 3 years, 104 children older than 3 years), and crisis families, which are monitored by social services (5024 families with 9895 children.
New project is focused on achieving next goals:
- The policy and legislative framework is improved so that support to families is prioritized and access to institutional care for children is limited;
- The risk of child and family separation in Kyiv Oblast is reduced as a result of increased availability and integration of family-centered social services in local communities;
- Innovative social work practice is introduced and used with families and children as a result of training staff in agencies responsible for child care and protection;
- Co-ordination and quality of decision-making is improved through capacity building of key officials and decision-makers at national and local levels.
- Existing information systems are improved so that national, regional and local level data is available and supports effective planning, monitoring and evaluation, ensuring that services are targeted to respond to the local needs of children in jeopardy and vulnerable families.
