12 regions of Ukraine will benefit from EveryChild Ukraine’s technical assistance to promote child and family needs assessment.
During January-February 2010 EveryChild Ukraine will assist in organizing trainings for social workers of regional, city and village social centers for family, children and youth in 12 regions of Ukraine.
Trainings are designed to transfer knowledge on key conceptual, methodological and ethical issues of child and family needs assessment. It is envisaged that seminars will foster implementation of needs assessment into everyday practice of social work in regions of Ukraine.
During trainings specialists of centers of social services for family, children and youth will get acquainted with assessment process, instruments, forms and techniques which make assessment procedures easier and more effective. The latter include assessment tools – forms, plans, case management.
During the regional workshops participants will also learn from the experience of EveryChild Ukraine in the project "Preventing Separation of Children through Implementation of the Gate-keeping mechanism in Kyiv Oblast”. For instance techniques to work with vulnerable families with children in hard living circumstances, schemes of interagency cooperation will be demonstrated.

Activities are implemented according to the order of the State Social Service for Family, Children and Youth number 54 issued on September 21, 2009 on the approbation of the draft needs assessment of the child and his family and the draft assessment of needs and resources of the family.
For the first time EveryChild Ukraine piloted child needs assessment process in the Kiev region within the EU project "Development of Integrated Social Services for exposed Children and Families”.
The experience of the project became the basis for the guide “Child and Family Needs Assessment” with the series of approaches to estimate the needs of child development, outline of its basic principles, components, steps, methods and so on. This year, EveryChild Ukraine plans to release a new version of the guide “Child and Family Needs Assessment” which besides the extended theoretical part will include practical examples how to use needs assessment in Ukraine, as well as new sections on conducting needs assessment for children who are placed in residential institutions and graduates of residential institutions. In addition, authors of the manual improved the child's age periods, to make them in line with age periodization in Ukraine.
It is expected that the materials will be useful for teachers and students of higher educational institutions, government employees, employees of public organizations that provide social services to families with children.
